Yes, that's a Bb half-diminished chord. To see it more clearly, u would have to rename the E to Fb.

Notation for any half-diminished chord = m7(b5)

So, Bb half-diminished chord = Bbm7(b5)

Would u like an explanation of why? I'll tell you anyway, LOL. The only thing that separates this chord from a m7 chord is that b5. Let's look at it:

m7 = 1-b3-5-b7

half-dim or m7(b5) = 1-b3-b5-b7
