What chord is....?

Hi guys back with another thread. I need someone to help clear this confusion up on what chord this might be. Ive seen alot gospel guitar players use this chord a lot in their playing, but I cant figure out whether the chord is acting as a ii chord or vi chord. Here is the chord the notes: A# x G# C# D# x

One website say it is a D#7sus4 and other one says it A# 7th Sharp 9th Suspended 4th. Can anyone tell which one is it?

If A# is the root, it's an A#m7/11...but you won't know if it's the ii or the vi until you have the rest of the chords around it.

Hmm...the D#7sus4 makes sense...if you put the G# on the bottom it is a G#sus9 (Absus9).
It can also be voiced quartally - A# D# G# C#
