What is the different between a piano keyboard with weighted, graded hammer- action keys & piano keyboard with weighted hammer- action keys? and which is the best?

Okay, this sounds like marketing hype, intended to confuse and bamboozle the uninformed consumer. Went to that site and it did not clearly explain the difference between these two terms. Or maybe I just missed it.
I know of fully-weighted keys, normal on acoustic pianos (more lightly weighted on cheapo spinets and heavily weighted keys on high-end grands like Steinways and Büsendørfers). I know unweighted, semi-weighted and fully-weighted keys on synths, some with settings that determined different touches. I have even seen real weighted keys with real hammers, strings and actions on old-school Yamaha electronic grands.
But "weighted, graded hammer-action keys???
The only thing that might make a little sense is if that term referred to how the lowest bass keys hitting the thickest, longest strings have a harder response and thus a heavier feel than the keys on the extreme high range, which hit thinner strings and have perhaps a 'lighter' touch. But still I'm not sure...
If you want piano touch on a keyboard, gotta go for 'fully weighted' - and be SURE to try them out...
