One of my new years resolutions is to develop speed and not be sloppy or mess up.
Any books, DVDs, techniques, anything to help develop my speed?  ?/?

The first thing is identifying the problem areas which you say is your speed and you mess up. What do you mean when you say sloppy or mess up? timing, control, volume, etc... try to break it down even further you gotta specifically id the problems then you can solve them with diligent practice.  For example, I caught myself leading everything with my right hand, so i started playing open handed for a while leading with my left hand.

My suggestion is to check out previous posts from other LGM members.  As I have learned from Sabe, BBD, Jfunky, and coutless others, it's not about speed.  It's about control.  Once you refine your control, speed will come naturally.  I believe one suggestion was to pick a certain rudiment, get a metronome, and start practicing it at 80-90 bpm. Do this daily to develop 10-15 of tireless playing with minimal to no mistakes.  Then afterwards, increase it by 10 and keep following that routine.  Others can definitely correct. But it's about control and endurance, precision playing.  You'll get there.  Though I put this last, remember to pray first and foremost before and after practice.  It is a God-given gift and should be multiplied and return back to Him.

You need to PATIENTLY DEVELOP CONTROL by working control exercises  and always playing to a metronome in discipline everyday.  (Which very hard for methese days) There is no such thing as speed and cleanliness if you cannot play the proper stickings, dynamics or rhythmic notation IN PROPER TIME. (Something I personally have humbly started over with because my playing is suffering)
The first step is READING musical notation and understanding the spacieal/time values of each note. The next is sight reading of rhythms and building a vocabulary.

Books: (Follow the exact instructions/directions at the front of the book or where ever given within these books!!!)

Syncopation
by Ted Reed
Stick Control  by George Lawrence Stone....
or even better in my opinion Master Studies by Joe Morello and Master Studies II by Joe Morello (Joe was a Student of George Lawrence Stone)
Drumset Control by Ron Spagnardi

Get you a good metronome like the Beat Lab from Korg or the DrBeat DB-60 or DB 90 from Boss (Roland)

Videos: (In this Order Because if you cannot hang with the first one there is no need to try the others because you will be short-changing/cheating the technique and will not fully develop what you need)

How to Develop Technique by Dave Weckl (because if you r technique is wrong then you are driving on flat tires) or Drumset technique/History of the U.S. Beat by Steve Smith (another great technique vid)
Then... if technique is good 
Power Drumming by Virgil Donati
Power Workout 1 and 2 by Kenny Aronoff
Ray Luzier

when i mean is like when im getting ready to do a solo or whatever, my hands lock up and either i sound sloppy or mess up and another thing is that i think too hard sometimes and i just dont let it flow.

Evidence of lack of control and lack of endurance. Must work on the control exercises with a metronome with increasing tempos and time limits as well must master the rebound through proper technique.. sounds like your technique is off and causing muscle fatigue.

As far as  flowing the use of proper technique and proper setup of your kit and throne is a start. Study Dave Weckl - How to Develop Technique DVD. There other thing that is evident in your statement is a limited vocabulary... we only over think when we run out of things to fluently say (musically). Mastering the fundimentals of control and rudiments will expand your drumming vocabulary. Then you should work on phrasing 2 bars, 4 bars, 8 bars... not licks but musical phrases/sentences at various tempos in various styles. You will find out what works at what style at what tempo.

Disciplined controled repetition which bring you new freedom on the kit. 6-1 year will show major growth.
