Actually, it should read, "Hey you, the malicious kid riding the skateboard, stop that now! Don't you know that skatboarding, in the mall, is wicked and potentially treacherous?!  ;)

The sentence in question, although awkward, is grammatically acceptable.  Regardless, the sentence is within quotes to indicate a speaker is talking and, therefore, does not have to be grammatically correct.

Anyway, I see that my feeble attempt at satire has been overshadowed by our not so subtle disagreement of proper word usage.  :'(  :D
