I've learned that if the kids feel that they wont gain anything they wont take. I use to take attendance for the different things the youth did: choir rehersals,  youth meetings, etc. Those that were faithful ( missing only 2-3 times w/ a reason from the parents) we planned trips: picnic at the park, movies, zoo, skating, etc. Then more join the youth & they became very faithful - we had at one point maybe 15 kids in the choir - then it was a choir stand full with not enough seats so after they sung we had to let all of them go seat in the audience.

Hope this helps: Far as money being needed to go on the youth outtings we sold things - made by the youth: decorated small trash cans & water bottles, sold food- candy & pickles, & did car washes,  did a carnival, & the youth had their own tithing envelopes & gave money to go into their own youth account as well as adults( they gave to the youth account too)  So, all of that added up for the good of the youth.

Pray and ask God what to do, talk with your Pastor
here is my view of it...

sometimes it is the parents fault why  the children/youth are not participating. if the parents are not making/encouraging... no making them go to pratice, bible study ect then they wont go. now days kids have a choice if they want to go back to night service ect, I NEVER HAD A CHOICE TO GO OR NOT!!!! HAHAHAH!!!!
on the real thou without the parents support a lot of youth departments fail. sometimes the kids dont want to be there but dont lower your standards just because they dont want to do something. Its for the glory of God.

if you want to sing "thank you lord- Ms Mass Youth Choir" and they say no we want to sing "Lookin for you- Kirk Franklin, Hero" i say, you are the dirrector and you set the rules, and the song types from the get go and everything will be good and they will all have a fun time.
i hope you get what im saying?!?
To get something I've never had.... I have to do something I've never done. *Salvation will pay off*

Praise the Lord:

When I was the President/Choir Director/Musician for the Youth Department, most of the children was stubborn.  Some of them would even get mad at me.  First you have to think about getting the victory over the enemy (satan).  I would have contests such as who come to practice on time and who comes to practice the most.  I would also make practice fun such as dividing the choir into groups of teams.  We would practice on a song and whatever group sang the song right would win.  Whoever messed up in that group by not singing loud enough, twisting and turning or whatever it was that was wrong, they would have to sit down.  The last team standing (it didn't matter if it was 1 or 2) would win.  That encouraged team work plus they had fun.  What they didn't know was that I got them to practice a song and practice it right.  I would then reward the winning team.  Sometimes, if it was a tie or if all the teams were doing good, I would reward everyone.  I also gave out prizes and rewards for most improved choir member, best attitude, as well as other things.  I would also listen to their input.  I never made the choir about me.  We would also have a gripe session to address any issues that anyone had.  To this day, even though I am not over the Youth Department anymore, these children respect me so much. They love to be around me.  They even appreciated the things that they were taught.  One of the Youth Department members moved to another state.  Everytime he comes back, he always comes to visit me.  He was the toughest out of the group to win over. He even comes to my job to visit me.  He's doing well at his other church.

If I could be of any help, pm me.  I hope this helps.
